This is the simplified version of the finance law for the 2023 financial year, spread over 48 pages written in French and English for the public.
Designed for the general public, in a language devoid of any technicality in both official languages (French and English), the document is available and downloadable here and that of the General Directorate of the Budget www.dgb.cm. This publication highlights the data and information useful for determining the state budget, resources and expenses, as well as certain expenses that usually are the object of particular interest on the part of the populations.
In its structuring, the 2023 Citizens’ Budget is structured around: 1) the economic assumptions used for the preparation of the budget; 2) the course of the budget process; 3) revenue recovery; 4) the priorities of allocations and expenditures; 5) new measures; 6) major investment projects; 7) decentralization; and 8) gender-sensitive budgeting.
“As part of the implementation of public financial management reforms, the government has committed to basing public policy management on principles of transparency, performance and strengthening the quality of public services,” emphasizes Louis Paul MOTAZE, Minister of Finance, in the foreword of this 48-page document.
Since 2019, the Government has made a commitment to publish the citizens’ budget every year. This publication makes it possible to guarantee, to an uninitiated public, (citizens), access to budget information enshrined by the provisions of Law N ° 2018/011 of July 11, 2018 on the code of transparency and good governance in the management of public finances in Cameroon.
In general, in its philosophy and in line with the circular (N° 001 of August 23, 2022) relating to the preparation of the State Budget for the 2023 financial year, the State budget is drawn up to allow the continued implementation of the Government’s National Development Strategy 2020-2030 (SND30). In this case, it is about improving the living conditions of the population, the proper functioning of state services, reducing inequalities between men and women (gender issues), as well as improving the business environment, thus allowing the private sector to develop and create jobs.
