The main development priorities
Large-scale sporting events, priority projects for the reconstruction of the North-West and South-West regions constitute the framework of public action for the coming triennium.
More generally, the government intends to tackle the continued implementation of the comprehensive response plan against the coronavirus and its economic and social repercussions; the finalization of the commissioning of major first generation projects; implementation of the Presidential Plan for the Reconstruction and Development of the North West and South West Regions. The acceleration of the decentralization process, the pursuit of the implementation of universal health coverage and the single book policy, the maintenance of security monitoring, are among other areas of public action during this period.
Regarding the major projects of this period, there is the organization of CHAN 2021 and AFCON 2022.
Emphasis will be laid on completing the infrastructure for these two international competitions. As well as to cope with food dependency, the government will accelerate the implementation of the industrialization master plan (IMD) and pursue an import-substitution policy that will remove the country from food imports.
This should result in the development of the rural sector through actions that will focus on the notion of national preference both in the promotion of the local production of fertilizers and seeds from national research institutes, and the local production of goods and services which weigh the most on the trade balance (rice, corn, wheat, fish, milk). Therefore, says the document, we should move to “a gradual re-taxation and the institution of import quotas for these products to encourage their local production on a large scale”.
During the 2020-2022 triennium, current expenditure will be faced with certain
constraints relating in particular to security expenditure which is difficult to predict due to the multiplication of hotbeds of tension, the scheduling of regional elections, the suspension of SONARA’s activity which will lead to additional needs in support of fuel prices at the filling station, for example therefore an increase in the subsidy envelope.
