2023 State Budget Preparation

I remain convinced that you will…..produce a 2023 finance bill and budget document, that satisfy the vast majority of the population of our country

The Minister of Finance, Louis Paul Motaze, called on participants of a two day Seminar to launch the 2023 State Budget preparation, in the presence of some government Ministers, on June 18, 2022, at the Hilton hotel Yaounde.

Participants for the two days preparative seminar, will treat five exposes on: Macroeconomic context and budgetary orientations for the year 2023; The optimization of State personnel expenditure; PPBS Chain and Budget Conferences: Findings and Reforms; Optimizing the budgeting of public expenditure and the Budget document formats, shortcomings and elements for improvement.

  • According to the Minister, the process of preparing the State Budget for the 2023 financial year is fragmented in a global economic context still disrupted by the health crisis linked to COVID-19 pandemic for which the Government is trying to mitigate the adverse effects by continuing to implement the overall response plan against the spread of the pandemic. The actions to be taken in 2023 within public administrations should take into account the induced effects of the war in Ukraine on our economy, continual relaunch of the post COVID-19 Economic Recovery Plan and the Economic and Financial program being implemented with the support of our development partners. “Next year will be very difficult because we are facing a very difficult situation due to the COVID-19 pandemic and the Ukraine war”, he emphasized. And in this light, the actions and measures to be taken he added, “We have to plan what to do and we think that it will be better to end the first program before launching another projects. That the situation is a bit complicated but we will try to find all the solutions”.

He urges participants to participate actively in the exchanges that will follow the presentations through questions and contributions saying, “I remain convinced that you will be able to take advantage of these two days to allow our budgetary process to be further strengthened and to produce a 2023 finance bill and budget document that meet the quality standards sought by the reform of public finances and that satisfy the vast majority of the populations of our country “.
